All Aliens in the Philippines must report to a BI office for Passport Re-Stamping..
All foreign nationals and their dependents who are staying in the Philippines with a permanent resident status by virtue of Republic Acts 7919 and 8247, are required to report to the Bureau of Immigration in Intramuros Manila for re-stamping of their passports, or risk being penalised or worse, face deportation and cancellation of their Alien Certificate of Registration (ACR) I-cards.
TO CLARIFY: If you have permanent resident status by virtue of Republic Acts 7919 and 8247, then you NEED to get re-stamped.
Applicants for re-stamp must pay the amount of P1,010 and must also secure a BI Clearance at the same cost (Another P1,010). The processing for the re-stamp applications may be completed within three days.
The filing period for the re-stamping started last September and will end on December 15, 2014. Such process may only be applied at the BI Main Office in Intramuros, Manila.
Republic Act 7919 is a law passed by Philippine Congress granting permanent resident status to qualified aliens who entered the country before June 30, 1992. It also granted legal residence to children of RA 7179 parents by providing that children born after June 30, 1992 of parents who received the benefits of said Act shall, upon proper registration with the BI, become legal residents.
TO CLARIFY: This appears to only apply to those Aliens who arrived in the Philippines before June 30 1992, and can therefore be disregarded by those Aliens who arrived AFTER 1st July 1992.

a. Letter request addressed to the Commissioner for re-stamp;
b. Official receipt showing payment of applicable fees;
c. BI Clearance Certificate of applicant and/or principal R.A. 7919 holder issued within two (2) months from the date of application;
d. Photocopy of passport bio-page R.A. 7919 implementation page and latest arrival stamp/R.A. 7919 admission;
e. Photocopy of passport page where the new/amended name is indicated, if applicable;
f. Certified true copy of newspaper publication;
g. Original and Authenticated Birth Certificate and/or Marriage Certificate (issued by the National Statistics Office (NSO) if the civil registry document is issued in the Philippines or by the Philippine Foreign Service Post (FSP) which has jurisdiction over the place of issuance, or by the Department of Foreign Affairs (DFA) if said document is issued by the local Embassy in the Philippines, with English translation, if written in other foreign language);and
h. Photocopy of ACR I-Card (front and back portions).
8. How long does re-stamp application take?
Processing of re-stamp applications shall be done in three (3) days.
9. What happens when re-stamp application is approved?
The applicant shall be notified in writing to bring his valid passport and Order of Approval. The re-stamp shall be done in one (1) day. Passports submitted in the morning (AM) for re-stamp shall be released in the afternoon (PM) of the same day.
10. What happens if you do not comply with the Order for RA 7919/8247 re-stamp?
a. ACR I-CARD deactivation and/or cancellation;
b. Fines and penalties;
c. Referral to the Intelligence Division and Legal Division, for investigation and institution of deportation proceedings;
d. Non-issuance of Emigration Certificate Clearance (ECC); and/or
e. Denial of arrival/departure clearances.
