Can international students in Australia get the $750 government stimulus payment for the coronavirus pandemic? 

No.

Even some Australian citizens are not eligible, as they have not held a Permanent resident visa for 4 years, and therefore not eligible for social security benefits.

The Government is providing two separate $750 payments to social security, veteran and other income support recipients and eligible concession card holders. The first payment will be made from 31 March 2020 and the second payment will be made from 13 July 2020. Around half of those that benefit are pensioners.

The reason that these students are not entitled to out of work benefits, is that they have confirmed, in their visa application, that they have sufficient funds to live and study in Australia without needing to work.

It would break their visa conditions if they did not actually have what said they had.  That could cause visa cancellation, and be required to go home.
