This was an Act to interdict (prohibit or forbid) the commercial trade between the United States and Great Britain and France, and their dependencies; and for other purposes.
This Act lifted all embargoes on American shipping except for those bound for British or French ports.
The intent was to damage the economies of the United Kingdom and France. Like its predecessor, the Embargo Act, it was mostly ineffective, and contributed to the coming of the US War of 1812 mainly in Canadian Territory. In addition, it seriously damaged the economy of the United States.

The War of 1812 was also known as “Mr. Madison’s War”, but was in fact an extension of the Napoleonic Wars then being fought in Europe.
Some confuse the 1812 war with the war in Europe at that time.
For example, on the 24 June 1812, the Grande Armée, led by French Emperor Napoleon Bonaparte, crossed the Neman River, invading Russia.
Britain was at war with the French Napoleon from 1803 until the British victory at the battle of Waterloo in 1815.
