Putin’s offer for Ukraine Peace 2022.

In the 2022 peace negotiations in Istanbul, the Russia conditions for peace included:

Ukraine must appoint pro-Russian ex-MP Viktor Medvedchuk, personal friend of Russian President Vladimir Putin, as head of state in Ukraine.

Moscow insisted on full control over Donbas, requiring Ukraine to amend its Constitution to recognize this.

Ukraine had to reduce its military to 50,000 personnel. Ukrainian armed forces had a strength of 700,000 in July 2022, not counting the border guard, national guard, or police.

Ukraine had to dismantle all weapons with a range exceeding 20 kilometers.

Ukraine had to hold a referendum on adopting a neutral status.

Russia demanded that the Russian language be granted official status in Ukraine.

Ukraine, wanting to be independent and not controlled by Russia again, refused these terms.

Russia has since used the failure of these talks to frame Ukraine as unwilling to pursue peace.
